Bluff Committee Goals

Problem:
The bluff will continue to erode over time with the potential to produce loss of land and create hazardous conditions to people and property along the bluff. There are no active HOA regulations for bluff maintenance and safety aside from hazard signage with posts and rope that become damaged or dislodged due to variety of causes, i.e., lawn equipment, weather, and vandalism.
Background:
Bluff conservation and safety is in the best interest of the Monterra HOA members and Board. On record, there have been bluff issues requiring input from the county and requests to private resource groups as to the nature of the bluff erosion and recommendations since the 1990’s. Liability is being managed by the HOA with posting of hazard signage approximately 25 ft. setback from bluff crest since at least 2016. However, erosion narrows the area between HOA bluff greenbelt/open area and private property with some owners removing or moving hazard signs, posts and ropes, placement of personal objects (e.g., outdoor furniture), and others performing personal landscaping objectives on the HOA greenbelt/open areas.
Objectives:
To satisfy the interest of both the HOA and property owners in maintenance, preservation and safety of the bluff to the best of our ability. It is suggested that the HOA Bluff Committee be composed of at least four (4) property owner members, of which at least two (2) should be property owners residing along the bluff. The goal of the committee is to review previous history of bluff erosion, contact special agencies or groups that can provide input on bluff erosion, conservation techniques, and issues regarding safety and liability (e.g., insurance) and, in turn, provide the HOA with updates and recommendations at regular intervals.
